This section captures the idea space for specialists — named experts a player assigns to fleets, holdings, or structures to boost specific stats above their empire-wide research base.

It does not describe final game behavior. It summarizes the broad direction and links to the focused idea pages.

Why this section exists

Other systems already lean on the idea of a local boost on top of a global research base. Knowing the Universe Direction 9 assigns a specialist to a fleet to raise its surveying stats, and a building to raise a planet's defending stats — but never defines what a specialist is. This section owns that definition so every system can reference one coherent concept.
